QUALITY POLICY IN THE STATE STATISTICS BODIES

Quality policy for the state statistics bodies is developed in line with Ukraine's law on the state statistics, the provision on the State Statistics Service of Ukraine approved by regulation No 481 of the Cabinet of Ministers of Ukraine dated on September 23, 2014, the Ethnic Code for employees from the state statistics bodies approved by SSSU decree No 183 dated on June 18, 2013, the Principles of activity of Ukraine's state statistics bodies approved by decree No 216 of the State Statistics Committee of Ukraine dated on June 14, 2010 and harmonized with the European Statistics Code of Practice, the Quality Declaration of the European Statistical System and taking into account the provisions of the Fundamental Principles of Official Statistics adopted by the UN General Assembly in 2014.

This Policy defines the main principles that are to be observed by the state statistics bodies to ensure the proper level of statistical information quality in accordance with the society's needs. To implement this target, the State Statistics Service of Ukraine undertakes the following commitments:

1. While producing statistical information, it is necessary to observe the quality criteria: relevancy, accuracy/reliability, timeliness and punctuality, accessibility and clarity, coherence/consistency and comparability.

2. Release the quality characteristics of data from the state statistical observations to ensure the possibility to assess statistical information quality by users.

3. Apply in statistical production the science-based methodology that meets international standards in the sphere of statistics.

4. Explore and satisfy the needs for statistical information of different groups of users, ensure accessibility, publicity and openness of statistical information, its sources and methodology behind the compilation, improve its quality characteristics.

5. Strengthen the cooperation with respondents of the state statistical observations, guarantee statistical information confidentiality and introduce the measures for reducing the reporting burden per respondents.

6. Increase the cooperation with other public bodies producing the state statistical information and together with them enhance the confidence to the state statistics.

7. Put to use the advanced international experience in issues dealing with quality management in the sphere of statistics.

8. Continuously improve the quality management in the state statistics bodies and monitor it.

9. Improve the professional competence, skills and motivation of employees from the state statistics bodies; promote their initiatives and responsibilities for activity results.

10. Implement the measures facilitating the efficiency improvement and modernization of statistical production.
