Target 1. Ensuring the implementation of effective state policy in all spheres of society to reduce inequality between women and men and prevent discrimination

1) share of regulatory and legal acts adopted by the Cabinet of Ministers of Ukraine that comply with the principle of ensuring equal rights and opportunities for women and men in the total number of regulatory and legal acts monitored, percent

Target 2. Reducing the level of gender-based violence and domestic violence, ensuring effective prevention of its manifestations and providing timely assistance to victims

1) share of the population that is aware of information about manifestations of domestic violence and gender-based violence, tools and opportunities to protect rights in the event of manifestations of such violence and considers such violence unacceptable (has zero tolerance for violence), percent

 

 

2) share of women and girls aged from 15 to 49 years who have experienced gender-based violence by a spouse, fiancé or cohabiting partner in the last 12 months, percent

 

 

3) share of the population that is willing to report cases of gender-based violence and domestic violence to law enforcement agencies, percent

 

 

4) share of persons who suffered from sexual violence related to the armed aggression of the Russian Federation against Ukraine and who were provided with assistance by general and specialized victim support services in the total number of persons who submitted relevant applications, percent

Target 3. Expanding population access to family planning services and reducing teenage birth rates

1) birth rate under the age of 20, per 1,000 women aged 15—19

 

 

2) share of women aged 15—49 who make their own informed decisions about sexual relations, contraceptive use and reproductive health, percent

 

 

Target 4. Ensuring state support for the development of pre-school education infrastructure and care for children and family members who need outside help, as well as encouraging equal distribution of household work and such care

1) share of preschool children under the age of 2 years in the total number of children of the corresponding age, percent 

 

 

2) share of men receiving assistance at the birth of a child in the total number of assistance recipients, percent

 

 

3) share of men who took paternity leave at the birth of a child, percent

 

 

4) share of persons with children under 3 years old who returned to work from parental leave before the child reached the age of 3 (when the child was under 1.5 years old), percent

 

 

5) share of employed persons who daily care for children/grandchildren/elderly relatives/relatives with disabilities in the total number of surveyed persons over 18 years of age, percent

Target 5. Ensuring equal opportunities for representation of women and men at higher levels of decision-making in political and public life

2) ratio of women to men elected as deputies of the Verkhovna Rada of the Autonomous Republic of Crimea, regional, district, city, district councils in cities, village, settlement councils, percent

Target 7. Ensuring the mainstreaming of gender equality principles in education

1) share of educational institutions that have approved policies/regulations on compliance with the principles of ensuring equal rights and opportunities for women and men, preventing and combating gender-based violence, gender-based discrimination and sexual harassment, percent

 

 

2) number of educational institutions that have undergone gender-legal expertise of internal regulatory documents, units

 

 

3) number of institutions of professional (vocational and technical), tertiary and postgraduate education that have introduced the institute of counselling on issues of ensuring equal rights and opportunities for women and men, non-discrimination and inclusion, units 

 

 

4) share of educational institutions that have introduced the principles of gender-sensitive, non-discriminatory language into document flow, percent

 

 

5) number of certification programs for training specialists in the field of ensuring equal rights and opportunities for women and men, advanced training on issues of ensuring equal rights and opportunities for women and men, gender equality, respect for human dignity, prevention and combating violence and discrimination, in particular on gender-based discrimination, inclusiveness, units

 

 

6) number of pedagogical and scientific-pedagogical workers who have successfully completed advanced training/internship programs on the topic of ensuring equal rights and opportunities for women and men, non-discrimination and inclusion, taking into account the gender aspect, units
