General part
Statistical information on economic and social situation in Ukraine and regions is necessary for further democratization of the state management and adoption of the proper rational decisions in social and economic spheres, ensuring the possibility for a wide section of the population to participate in the discussions of the relevant issues and tasks implying the country's development which is a necessary condition for international integration.
During the implementation of the Strategy of State Statistics Development till 2008 approved by Decree 910 of the Cabinet of Ministers of Ukraine from July 2004 (Official courier of Ukraine, 2004, N28, p. 1891) which is financed from the funds of International Bank for Reconstruction and Development under the project Development of the System of the State Statistics to Monitor Social and Economic Transformations, the conditions have been created for further country's integration into international economic community and upgrading the confidence to Ukraine from partner-countries and potential investors. The measures have been taken to develop statistical infrastructure and implement international standards, technical re-equipment of the state statistical offices. The work is under way to prepare the conduct of the 2011 Ukrainian population census and Ukrainian agricultural census, etc.
At the same time, a number of organizational and technical problems connected with the implementation of the project Development of the System of the State Statistics to Monitor Social and Economic Transformations, the implementation of some actions underlying the Strategy to develop the state statistics till 2008 have not been supplied with the necessary financial and logistics resources and due to this, the conduct of the work on establishment of meta database was slowed down, the same is true about the provision of electronic statistical reporting forms by respondents and the creation of the system for electronic document turnover, etc.
For European integration intentions to be fulfilled, it is necessary to create institutional and organizational environment that would facilitate upgrading the effectiveness of activity of the state statistics offices and confidence level to them. This would also help implement international standards and observe the main provisions of the Statistical program of Community for 2008-2012 approved by European Parliament and the EU's Council decision 1578/2007/EU from December 11 2007 that require the identification of the ways to develop the system for the state statistics.
The aim of the Strategy
The aim of the Strategy is to create the conditions for further development of the system for the state statistics and more complete satisfaction of society's information needs in high quality statistical information, harmonization of the system of indicators with international standards at level recommended for statistical services of the EU accession countries.
The main directions of the Strategy implementation
The main directions of the Strategy implementations are as follows:
- strengthening the interactions of the state statistics offices and users of statistical information through upgrading the accessibility level and comprehension of statistical data and the methodology for their compilation;
- creation of partner relationships between the state statistics offices and respondents. upgrading the confidence level, their encouragement to participate in the state statistical observations;
- coordination of actions between offices authorized to carry out the state statistical activity, improvement of relationships between their information systems and methods to compare and coordinate statistical data received from different sources and ensure the universal implementation of classifications, registers, databases and meta data;
- adaptation of normative and legal basis in the sphere of statistics to the EU requirements and the development of statistical infrastructure;
- improvement of statistical methodology according to international standards, the procedure to collect and process statistical information, organization of the state statistical observations, optimization of their number and contents, further transition to sample methods of observations, upgrading the quality of statistical data;
- modernization of information and communication technologies to collect, process and store and disseminate statistical data, the development of software and technical infrastructure for information system for the state statistics offices;
- improvement of organizational structure and system to manage the state statistics offices.
Financial security of the Strategy implementation
Financial security of the Strategy implementation is done on accounts of funds envisaged for the state bodies, establishments and organizations responsible for the fulfillment of actions in the State budget of Ukraine for the relevant year, funds from International Bank of Reconstruction and Development that are provided under the project Development of the System of the State Statistics to Monitor Social and Economic Transformations, international technical assistance, etc.
The implementation of the Strategy is done through the involvement of employees of the state bodies and research organizations, experts in statistics to the fulfillment of actions.
Coordination of work, monitoring and control over the Strategy implementation
The implementation of the Strategy is done according to the Action planned which is annexed, to ensure the fulfillment of actions being annually developed that is an integral part of the state statistical observations plan.
The coordination of work, monitoring and control over the Action Plan
and actions rest with the SSCU
The state offices, establishments and organizations responsible for implementation of the Strategy actions send to the SSCU every year till February 1 the reports on the results of actions implementation to be presented till March 1 to be the Cabinet of Ministers as the generalized information.
The expected results
The Strategy implementation will permit to do the following:
- upgrade the accessibility level and comprehension of statistical data and the methodology of their compilation;
- improve the normative and legal basis in statistics, improve coordination of bodies' actions involved into the development of statistical information and collection of administrative data, ensure the universal usage of classifications, registers, databases and metadata;
- harmonize the methodology of the state statistical observations with the EU standards;
- improve the procedure to conduct the state statistical observations, the procedure to collect and process statistical information, decrease the reporting burden per respondents;
- ensure the development of software and technical infrastructure of information system belonging to the state statistics offices;
- optimize the organizational structure and system to manage the state statistics offices, upgrade the stag training in statistics.
