The unified state register of enterprises and organisations of Ukraine (Business register)

The Business register (Unified State Register of Enter­prises and Organisations of Ukraine) is an automated system for collecting, storing and processing of data on all organisational and legal forms of business and subdivisions of these businesses located in Ukraine or elsewhere in the world.

The units of the Business register are the legal entities and subdivisions of the legal entities of all organisational and legal forms of business that are located on Ukraine’s territory and are operating in line with its legislation.

The Business register is an important component of Ukraine state statisticsʼ infrastructure. The responsibility for the creation and maintenance of the Register rests with the State Statistics Service of Ukraine according to Ukraine's Law On the State Statistics and the Regulation on the Business register endorsed by the Ukraine Cabinet of Ministers’ Regulation 118 of January 22, 1996 (in line with the wording of the Ukraine Cabinet of Ministers’ Regulation 499 of June 22, 2005 (make changes).

The functions of the Business register are:

ensure a comprehensive, accurate and unified official record and the units’ identification;

check the units’ classification by obtaining the statistical information in formal way;

conduct statistical observation on structural changes in the economy, types of economic activity and demography of enterprises;

obtaine data from administrative sources for statistical observations;

coordination with information systems of the other state run public authorities.

The source of data include/exclude enterprises to/from the Business register as well as the alterations in the Business register is information from state registering clerk to the state statistics office about the registration covered by Ukraine’s Law On the State Registration of the Legal persons and the Natural persons (businessmen).

The units are classified according to their location, the organisational and the legal forms of business, types of the economic activities, etc, in line with state classifications.

One of the indicators of the stratified statistical information is the type of economic activity. Since January 1, 2012, according to Decree 457 of the Ukraine State Committee on Technical Regulation and Consumer Policy dated on October 11, 2010, the Classification of Types of Economic Activity, State Classifier 009:2010 has come into effect. Behind the construction of this classification is the international classification of types of economic activity of the European Union, NACE, Rev.2-2006 (For reference: before January 1, 2012, in the Unified State Register of Enterprises and Organisations of Ukraine (Business Register), the recording of entities was based on the Classification of Types of Economic Activity, State Classifier 009:2005 which follows the standard international classification of types of economic activity of the European Union, NACE, Rev.1.1-2002. The recording of the Business Register entities is made taking into account the two classifications: State Classifier 009:2005 and State Classifier 009:2010.

Data given in section reflect the changes in the number and structure of the Business Register entities by region and organisational and legal forms of business.
